Negotiations between Britain’s three major political parties are reportedly close to reaching a conclusion with progress made on how a press regulator overseen by royal charter might be implemented.

The 'breakthrough' in the lengthy discussions heralds a new consensus on the need to progress on the basis of the Conservative proposed royal charter – albeit one which addresses Labour and Liberal Democrat concerns that it could be abolished by a minister in future.

It is thought that differences of opinion over the extent to which any regulator should be overseen by an independent figure not employed by the media have also been ironed out.

If this new proposal finds support from each political group and the campaign group Hacked Off it will be put to a meeting of the three main party leaders on Tuesday for final sign off.
